This is not the first time someone has suggested parking a nuclear submarine as a museum, these vessels still have considerable radiation activity in their reactor compartments though de-fuelled, added to that they were built in the 60's and will have asbestos lagging in and about the engineroom. The idea sounds good but practically on cost grounds let alone nuclear safety it's a non starter, why do you think they are still moored up and not scrapped? With their hull thickness they won't be a problem for hundreds of years, by then someone may have worked out what to do with them
